R P O 401810.] (Copy) Remarks on the account of payments made by Sam^l Hodgdon Esq^ro Superintendent^t of Military Stores, from 1 June to the 30 Sep^r 1800. viz: N^o 748 & 761. are two charges amounting to 454 3/100 D^rs for 3 Regiment^al Standards & 3 Battalion colours, said to be purchased by the direction of the Sec^y of War; evidence of this fact must be produced before the same can be admitted — N^o 750. 754. 757 & 758 are for the pay of 5 laborers for the months of June 1800 & for the pay of 6, for the months of July Aug^t & Sep^t at the rate of 30 d^rs p^r mo. each. These laborers are said to be employed in the Public Stores, in Philad^a — Certificates of this fact must be obtained from John Harris Esq^re Store keeper that they have been employed under his directions for the period & at the rates charged, before the same can be admitted N^o 751. is for the services of Jacob Sorber as Keeper of the magazine in Germantown, from the 1^st April to 30 June 1800 at 5 d^rs p^r Mo: before this can be admitted a certificate must be obtained from M^r Harris that the services were necessary. N^o 752. is for 2 Years rent of a lot of Ground in Bampington from 18 May 1798 to 18 May 1800, at 44 D^rs p^r Ann: this will also require the Certificate of M^r Harris that the ground was occupied by the Public for the period and at the rate charged. N^o 753. is for rent of two upper Store rooms in the Ware House on the Wharf for the deposit of Military Stores from the 1 Apr^l to 30 June 1800 at 6⅔ d^rs p^r Mo each room. This will also require the certificate of M^r Harris Store Keeper that the same was necessarily employed under his direction for the period, & at the price charged — N^o 755 is for rent of one half of the State Magazine near Schuy Skile for the deposit of Gun Powder, &c from 1 Apr^l to 31 July 1800 at 500 D^rs p^r Ann: this must also be Certified by M^r Harris, Stating [strikethrough: undecipherable] the reasons & circumstances before it can be admitted. N^o 756 & 759 is for the services of Jn^o Wellmen as Messenger in the Office of the Superintendent of M. S. from 25 July 1799 to 30 Sep^r 1800, at the rate of 25 d^rs p^r Mo — there is neither law or appropriation that will authorize the Superintendent of Stores to employ a Messenger. This charge therefore cannot be admitted without the particular direction of the Sec^y of War — It is Stated also that part of the time he acted as Joint Messenger to the Offices of the Superintendent of M. S. & Pay M^r Gen^l — N^o 760 &c for two charges made by M^r Hodgdon; one for rent of a Range of Stores on M^r John Steinmetz's Wharf for the deposit of Mil^y Stores, from the 1 Apr^l 1800 to the 30 Sep^r foll^g at 800 d^rs p^r Ann: — the other for rent of Ground in Bampington, on which the Gun house & Shot Stores stand from 1 April 1800 to 30 Sep^t: at 150 D^rs p^r ann: before the same can be admitted it will be necessary to obtain a certificate from the Store Keeper that they were necessarily employed by him for the use of the U. Philadelphia 18^th Dec^r 1800 I Certify that all the buildings and grounds mentioned in the annexed remarks were necessarily occupied for the United States. That the men under my immediate direction have been employed as stated and that their services were indispensable. That Jacob Sorber was in charge of the Magazine at Germantown for the whole of the time charged. As similar charges have for a long time ceased and have been (as I must conclude) adjusted [strikethrough: undecipherable] any reference to me, I cannot conceive why my certificate is now thought necessary, yet as it is [strikethrough: undecipherable] required, I give it with pleasure ——
