The Regulations for allowing extra compensation to Officers detached on special service for their expences, stipulates that each Officer so detached shall be allowed a certain per diem amount set forth therein. To establish a claim under those Regulations it will be necessary that the order of the commanding Officer who directed the [undecipherable] to be performed should accompany the charge. Stage hire when actually paid by an Officer for himself only in addition to that allowed is admitted by the Secretary of War — but it is understood that the rule is to be strictly applied & in cases only where Officers are detached on Public service, which obliges them to incur expences on the Road, and at places where there are no military Posts.
