[Cover endorsement: Knoxville & [undecipherable] / David Henley / No 2 — 180[undecipherable] / [undecipherable]] Knoxville N^o 26 November 1800 Sir I have written this day to the Secretary of War of the impropriety in my mind of advancing M^r Chandler any further sums of Money till he has brought forward his Accounts for my examination. I have written to him what appears in my mind misconduct and contrary to former practice in the Quarter Master's Accounts, that is, in the Commanding Officer taking up the Returns upon which Daily issues have been made and Receipts given and making a monthly Abstract and certifying to the amounts issued, it is my opinion that no proper examination can take place on such abstracts one of which I have forwarded for your opinion. In the Regulation for Fuel & Straw the Requisition and the Receipts of the Officer is required, it is certainly as necessary for forage I have defered passing such accounts till I have your opinion.
