The Sec^y of War November 24^th 1800 Sir Cap^t Charles Hyde of the 1^st U.S. Reg^t having been appointed some time in the Year 1794, Paymaster to that Reg^t & while acting as such, received very considerable sums of public money; a greater part of which at this time remains unaccounted for. The amount now standing to his debit being Dolls 79000 — and altho M^r Hyde has been repeatedly called upon by me & agreeably to my directions by the Pay Master General to render his accounts for examination, agreeably to his Instructions, he has not yet complied. The Instructions of the Comptroller of the Treasury direct me to urge all persons accountable for monies on the Books of my Office to a punctual exhibition of their accounts, and where balances are improperly withheld, by Officers subject to the articles of War makes it my duty to represent such conduct to the head of this Department & to request his cooperation. I accordingly Sir hand you herewith copies of the correspondence of the Pay Master General on this subject, & of my letters to M^r Hyde & his answers. To have granted farther indulgence would in my opinion not be performing my duty to the Public. Every means having been used to bring him to a Settlement but without effect.
