Colo [underline: Tousard] informs me that you do not conceive yourself Authorised by your present instructions to pay the Workmen employed at the Laboratory on his Certificats but only on those from Captain [underline: Elliott]. The latter Gentleman having signified his intention of resigning his Commission Colo Tousard was stationed in his stead. You will therefore be pleased to Consider Colo Tousard's Certificats in all Cases in which you required and received Captain Elliott's as equivalent.
