City of Washington War Department June 19^th 1800. Sir Lieut. Huskell, who is the bearer hereof was dispatched from Salisbury North Carolina by Capt. Ros. Bird, with a letter to General Pinckney, & has been by him directed to repair with it to the Seat of Government. Capt. Bird represents that his pay is fourteen months in arrears; that his Lieutenant [Mr. Love] has been nearly two years in service and has never received a cent of pay or subsistence, and that his men are from five to fourteen months in arrears. Major General Pinckney had ordered Capt. Bird to march to Pittsburgh; but owing in a great measure to the total neglect of him and his detachment in pecuniary supplies, he has found it impossible to obey the order. The General has requested me to direct the pay for Capt. Bird, his officers and men to be paid to Lieut. Heskill to carry to them; you will therefore be pleased to make such payment to him as he is immediately to return to North Carolina, or enter into such other arrangement equally expeditious as may render obedience to the General's order possible in this respect. As Capt. Bird is to take the command of a large body of recruits who are now at Staunton, and march them to Pittsburgh, and his recruits in North Carolina are to march under the command of his subalterns Fort Wilkinson on the Oconee in Georgia, a necessity of some contingent money being furnished appears to exist. If this has not already been forwarded by Lieut. Lewis, as the General expects it has, you will please to have it sent on as soon as possible, agreeably to the last return of the recruits which are to march to those places. This return I enclose, together with the Pay & muster Rolls received by me under cover to Capt. Williamson, Deputy Paymaster General. I am Sir Y Most Obed^t Serv^t Cobb Swan esq. Isaac Heskills pay was given by him at the War office as the time of his acceptance of his appointment as 2^nd Lieutenant in the 5^th Regiment of Infantry. — No minutes of his appointment appearing of Record in the War office, the coming from Captain Bird and General Pinckney on public service, confidence was placed in his assertion, and the Pay master General informed accordingly.
