The Secretary has heretofore communicated to you his opinion that a deranged Officer, necessarily and actually employed in public Service, is entitled to a reasonable compensation therefor; and, that, where the Laws & Regulations prescribe the Compensation to be made for the regular performance of such Service, no other measure for remunerating the Officer irregularly but necessarily performing it need be sought.
