Sir Your account transmitted to this Office by Mr. Habersham, has undergone examination, by which there appears a balance due the United States of Drs 3841 47/100 differing from your statement Dolls 4322,– agreeably to an account of differences here inclosed, the greater part of this difference arises for the want of receipts for monies paid by you to sundry commissioned & non commissioned Officers, on account of the Recruiting service, which you will please to forward as soon as possible, in order that the amount paid, may be passed to your credit on the Books of this Office.–
The sums which have been deducted for Conting[ent] expences are unauthorized by any Law, or existing Regulations & cannot therefore be admitted to your credit.–
Exclusive of the balance above stated you Stand charged, with the amount of Warrant No 5234, issued by The Secretary of War, for the payment of a Bill of Exchange dated 1 Augt 1800, drawn by you in favor of Thos S Lee for $1233 53/100 making the total amount now standing to your debit of $5075.–
