[Sept 16^th 1800 Sam Hodgson reflecting Buttons] [Israel Whelen Esq. Purveyor] Philadelphia, 11. September 1800. Sir, I have examined Mr. Martin's papers relative to the Button business. I find that in round numbers [underline: 1375 Gross of small] and [underline: 102 Gross of Large Buttons] is due to complete the contract which he urges as having been made with the late Purveyor. I am now clearly of opinion that these ought to be received of him in equal proportions of Numbers 1, 2, 3 & 4, at the same rate as those delivered under the same contract. This mode will satisfy him, and will not be injurious to the United States.— Nothing remains in the public Store of the articles received from Andrew Ellicot, Esq^r or his Agents, but one [underline: Sextant], the value of which he can ascertain.
