Sir William A Rogers has rendered his accounts for Provisions and other supplies furnished for the Troops of the United States at the Posts of Norfolk, York, Suffolk & Accomake C.^o House, in the State of Virginia, under his Contract entered into with you under date of the 3^d Aug.^t 1799 — when his accounts were first exhibited at this Office, they underwent an examination, which led to a suspicion that the United States was likely to be imposed upon by many improper^ly & over charges, being made — in order more fully to judge of the charges I wrote to him on the 10 May 1800 requesting him to furnish the original bills from the parties to whom payment was stated to have been made, & the original returns of issues — in answer I received his letter of the 7 July last, with sundry papers purporting to be original Vouchers which from examination appear very mysterious, & not genuine, and in other cases many of the Bills are made out & receipted by Rob.^t C Jennings the contractors agent, I am therefore very much at a loss how to act but have thought it adviseable for the public interest & that justice may be done, to transmit the whole of the papers to you requesting, that you will be pleased to give them an examination, & furnish me with your opinion to be laid before the Comptroller of the Treasury, you will be better enabled to do it from your knowledge of many of the persons, at the places where the Supplies are stated to have been furnished by, as well as the Contractor himself. As soon as you have made the necessary examination I will thank you to return the whole of the papers with such report as you may think the nature of the subject requires — I am &c W.S.
