Printers Cincinnati N.W.T.—
Gentn Your letter dated the 25 Ulto. directed to the Secretary of War was handed to me with the acc[ount] therein enclosed. In reply thereto I have to observe that the printing of returns of Recruits, monthly returns, and a[ll] the other part of your account except the advertizing [undecipherable] and inserting in your paper the proposals for Rations is inadmissible,— The vouchers necessary to the Settlement of this part of the account are for the first the order of the Officer who directed the printing to be done, or in case of his absence, your oath to the account to that effect and for the other, the order of the the Secretary of War, directing the insertion in your paper, on reference to the files of the War Office no such authority appears there — It will therefore be necessary for you to furnish me with those documents before I can effect a Settlement, I accordingly return you the accounts that they may be Stated for the items that are admissable —
