Sir I have receiv'd your letter of the 8^th with the accounts & vouchers of the late Surveyor therein [undecipherable] which contains accounts made to Thomas Wellington, for making Clothing for the Army amounting to Dollars [undecipherable]. Advances or expenditures not for a Payment in [undecipherable] cannot be admitted unless specially ordered. It will therefore be proper that you furnish us with the authority upon which those advances have been made, and if made in consequence of any existing contract, the contract also must be furnished as well as the necessary evidence showing how far M^r Wellington has complied with his engagements — [undecipherable] [undecipherable] Mess^rs. Your letter dated the 21 Ult^o directed to the Secretary of War was handed to me with the accounts therein referred. In reply thereto I have to observe that the furnishing of returns of [undecipherable] monthly returns, and [undecipherable] the other part of your account except the advertising [undecipherable] and inserting in your paper the proposals for Rations is inadmissible. The vouchers necessary to the settlement of this part of the account are for the first the order of the Officer who directed the printing to be done, or in case of his absence, your oath to the amount to that effect; and for the other, the order of the the Secretary of War
