David Henley Esq^r Knoxville [Accountants Office Septem^r 2 1800] Sir The inclosed Regulations from Prepared by General Hamilton, I enclose to you for your government, in the settlement of accounts of Officers for travelling expences under the Regulations of the War Department and a letter of the 19^th Dec^r 1795, with which you have been furnished. I have to call your attention particularly to that part which apportions the number of miles to each day, and also to that which specifies the Officers Intitled to receive compensations for the expences of their servants, or have their expences paid by the public — It is understood that according to the principles pointed out by Gen^l Hamilton all accounts of the nature therein mentioned are to be settled, but any receipt of allowances made will be deducted out of settlement of the agents accounts who may have made the payments. Scott Thorp of the Cavalry has recieved a Warrant N^o 1213, dated the 1 Instant for Three hundred ninety eight dollars 97cs on account of his subsistance & the support of a Detachment of Cap^t Watts Troop of Dragoons from this City of Washington to Knoxville for which Jun he is accountable. I wish this account to be adjusted as early as possible after M^r Thorpe arrives to a Statement furnished to you, that I may be enabled particularly to charge to this Head officers Muster the whole amount of the one which they were billed upon the attend — In effecting this settle you will be governed in arranging his expences agreeably to the
