The inclosed Regulations issued & approved of by General Hamilton, I inclose to you for your government in the Settlement of accounts of Officers for travelling expences under the Regulations of the War Department under date of the 19 Decr 1798, with which you have been furnished. I have to call your attention particularly to that part which apportions the number of miles to each day, and also to that which specifies the Officers entitled to receive compensation for the expences of their servants, or have their expences paid by the Public. It is understood that according to the principles pointed out by Genl Hamilton all accts of the nature therein mentioned are to be settled, and any excess of allowances made will be deducted on settlement of the agents accounts who may have made the Payments.
Lieutt Tharp of the Cavalry has received a Warrant No 5213, dated the 1 Instant for three hundred ninety eight dollars 75/100, on account of his extra allowance & the support of a Detachment of Capt Balls Troop of Dragoons from the City of Washington to Tennesee, for which sum he is accountable. I could wish this account to be adjusted as early as possible after Mr Tharps arrival, & a statement furnished to me, that I may be enabled particularly to charge to the Head of Courts Martial, the whole amount of the one which they were called upon to attend, — In effecting this settlement you will be governed in arranging his expences agreeably to the Regulations of the 19t Decr and those now enclosed to you — Capt Balls account I expect will be Settled here
