[Cover/address panel: postal and endorsement notations, largely undecipherable] Department of War Accountants Office Septr 8^th 1800 Sir The inclosed Regulations [undecipherable: possibly "fixed"] [undecipherable: possibly "by"] and approved of by General Hamilton I inclose to you for your government in the settlement of acc- = ounts of Officers for travelling expenses under the Regulations of the War Department under date of the 19^th December 1790 with which you have been furnished I have to call your attention particularly to that part which apportions the number of miles to each day, and also to that which Specifies the Officers entitled to [strikethrough: receiv] compensation for the expenses of their Servants, or have their expenses paid by the Public - It is understood that according to the principle pointed out by Gen^l Hamilton all accounts of the nature therein mentioned are to be Settled; and any excess of allowance made will be deducted on Settlement of the Agents accounts who may have made the payments. Lieut Tharp of the Cavalry has received a Warrant N^o. 5273 - dated the 1 Inst. for Three hundred twenty eight dollars 72/100 - on account of his extra allowance and the support of a detachment of Cap^t Balls Troop of Dragoons from the City of Washington to Tennessee for which sum he is accountable - I could wish this acc^t to be adjusted as early as possible after M^r Tharps arrival and a Statement furnished to me - that I may be enabled particularly to charge to the Head of Courts Martial the whole amount of the one which they were called upon to attend.
