Head Quarters, City of Washington August 16. 1800 General Orders. The standing orders of the late commanding General, which apply to the service under the change of circumstances, are to be strictly re[—] by all ranks untill revoked, and all commanding officers will be held responsible for any deviation founded on loose construction. The papers and documents heretofore addressed to the Adjutant General, are to be regularly transmitted to the Inspector, Major Cushing, at his Office, with the usual endorsement. Regularity and precision in the Rolls of Muster, the inspection di[—] monthly returns, and the pay abstracts, constitute the foundations of mi[—] economy, appearance and perfection in military corps; no excuse will therefore, be received for neglects or omissions in this important branch of [—]; and the forms and instructions introduced by Major General Hamilton are to govern. In the absence of the regular Inspectors of the troops, the commanding offic[—] of garrisons, camps and Detachments are to perform their duties, and in all [—] cases the rolls of muster are to bear the following certificate of the Commanding Officers of Companies, and a Surgeon or Surgeons mate, or if no Surgeon or mate be present, then the second officer of the Company shall sign in his or their stead, viz. "We certify on honor that this muster roll exhibits a true state of the comp[—] commanded by A. B. and that the remarks set opposite the men's names are accurate and just. Signed, A—— B——, Captain or Lieutenant D—— C——, Surgeon or Mat[—]" In the case of detachments the Officer commanding shall furnish similar certificates, and in all cases the inspecting officer will be held responsible for the prompt transmittal of the rolls, returns, and abstracts to the proper officers. The Officers commanding regiments are forthwith to appoint their non-commissioned staff, and report names without delay. No furloughs are to be granted or transfers to be made, by authority from the commanding General, and all officers must prepare to join their respective Corps. The gentlemen engaged on the general court Martial of which Capt. Burd is President, are to repair to their respective stations as soon as the court adjourns. The returns and documents heretofore directed to be addressed to the Quarter-master General, the deputy Quarter-master General, and the agents of the War department are untill further orders, to be transmitted, with the utmost punctuality to John Williams, Jun^r. Esq. Quarter-master General in this city. The disordered state of the maritime posts, and the occasion for prompt information, make it necessary the several Commanding officers should transmit the following returns directly to head quarters, with the utmost dispatch, viz. 1^st. A return of men, small arms, clothing & Accoutrements, to designate corps, Companies, and the names of officers. 2^d. A Return of ordnance, to comprehend cannon, and mortar pieces of every kind, with their implements and apparatus. 3^d. A Return of Ammunition and Military stores fixed and unfixed, with the tools of the laboratory. 4^th. A Return of the tools, stores, implements and transport of the Quartermaster's department, to comprehend camp equipage, and barrack furniture, utensils of every kind. 5^th. A Return of Medicines and Surgical instruments, of Hospital stores and furniture. 6^th. A Return of Provisions in Magazine, to be accompanied by an account of the mode in which the daily supplies are furnished. These returns are to be forwarded immediately on the receipt of this Order; and as soon after as may be, the several officers are required to transmit the Commanding General, Drafts of the fortifications they respectively command, with suitable explanations, and a description of the barracks, magazines, casements and other buildings, and a copy of the [—] and instructions by which they are governed. All commanding officers of Companies, posts or detachments, in obedience to the requisition of Colonel [undecipherable] the instructor of Artillery, to turn out the Artillerists & Engineers attached thereto, for the exercise of battering cannon, or the evolutions of field artillery, and are to furnish him the necessary aids, for the inspection of the ordnance, the military stores and the fortifications, with whatever may appertain to these important subjects. Discharges for the completion of service agreeable to law, to be given by the Commanding Officers of Regiments and Corps; all other discharges will be given at head quarters.
