[Robert Gilmor Es^q Baltimore — Sir Accountants Office July 22^d 1800— I have reciev'd your letter of the 18^th Inst. with your accounts & Vouchers accompanying the same for opinion on account of the Fortifications at Baltimore, for my advice last which will be placed under examination with three before me & you will be informed of the results. In the mean time I have to observe that there does not appear any evidence of the payment having been made by M^r Gregg done to the individual labourers & as required in his bounds, but the federational Vouchers are in place in your posession, you will be pleased to forward them as early as posible that the settlement of your accounts may be perfected. In relation to the Receipt of the labourers on future, I will recommend that actually they may of the Works performed be certified by the Engineer & the man furnish'd a Receipt Notes conformably thereto; taking care that when a man cannot write his name, his mark must be attested by some respectable Witness. This mode will simplify the business as it prevents the necessity of a multiplicity of Vouchers & will be found easy in its operation — Sam. B.
