Your letter of the 9th June to Major Genl Hamilton enclosing an account for rations rations & while rations The Recruiting service has been transferred to me by the Secretary of War to which I have to reply that it appears by a contract entered into with Mr James Baker of Baltimore that he was to Supply all rations within the limits of the State of Maryland to whom you should have made applications and obtained your supplies through him. — Mr Baker has not yet settled his account with this Department, and as it appears that you have credited him with monies received in that account, I know of no way for grant to obtain payment for the rations & Supplies furnished by you but upon application to him, by furnishing him with the original returns & vouchers that you made the issues upon, & enable him to render them in his account against the United States —
