Sir, I have received your letter dated the 4th enclosing your account for expenses in procuring recruits &c which I herewith return you in order that you may transmit the same to the Pay master of your Regiment, it being his duty in the first instance to examine & settle all accounts relative to his Regiment.
I must [undecipherable] the Secretary of War, to determine as respects the additional rations mentioned in your letter to whom a statement of the case must be made—

Sir— Since my letter of the 2d Instt I have [undecipherable] considered your request to be furnished with official copies of Pay rolls transmitted by you to this Office as vouchers of accounts & have now to inform you that it does not belong to me to comply with your request.
Settlements here are not considered as conclusive, they have been examined & finally rested at the Treasury. You will readily perceive therefore that it is to the Register of that Department you must apply for any information you may wish relative thereto—
