Intendant of Stores Office Philadelphia 1^st July 1800 Sir, Under a contract made with the Secretary of War on the 7^th day of April last, it appears Mr Wade has delivered into the public Store in this city, the number of pairs of Shoes charged in his Account. The annexed certificate answers to the obligations in the Contract, and entitles Mr Wade to his pay. Although the Contract was under existing circumstances made by the Secretary of War, the sums becoming due by it, were doubtless intended as is usual to be paid by the Purveyor. Under this impression, I give it as my opinion, you had better pay the amount of the Account now presented.
