Sir I enclose a Copy of a Letter received this morning from Capt^o William MacRea of the Second Regiment of Artillerists and Engineers. I am of opinion that his request of an advance of pay and subsistence is reasonable and ought to be granted: you will therefore be pleased to cause the proper measures to be taken to that effect, as soon as possible.
