Surveyors Office 23^d June 1800 Sir I have found it impracticable to purchase a sufficient quantity of Point Blankets, and Scarlet Broadcloth, to make up the Invoice for Indian Annuities — I understand from M^r Harris there are considerable quantities of those articles in the Military Stores, which as so large a part of the army has been disbanded, will not probably be soon wanted, there is also a quantity of Powder wanted for the same purpose — on mentioning these circumstances to the late Secretary of War while he was performing the duties of that office, he was of opinion that the orders already given to M^r Harris would justify him in disposing of those articles to me for the above purpose — M^r Harris however thinks he ought to have further orders I therefore submit to you the propriety of recommending it to M^r Harris to sell to me out of the Military Stores such quantity not exceeding the following as may be necessary to compleat the list of Articles for Indian Annuities — viz One thousand & twenty Point Blankets, Seven pieces Scarlet Broadcloth, five thousand pounds Weight of Rifle Gunpowder — I am with respect Col.
