Referring to my letter of the 30th Ulto wherein I reported to you such requisitions of officers upon the Contractors as appeared to rest from their improperly transmitted agt, nature would be proper for you to stop from their pay & emoluments. In addition thereto, I think it my duty to report to you that the accounts transmitted were stated from the Contractors accts now in this Office, and that altho' I believe there will be many others of like nature, yet as the Contractors for the States to the Eastward of New Jersey have not furnished their accts subsequent to the 21 February and as no accounts of the current Year have been received from either of most of several say to what extent the Officers may be chargeable.
Major Aborn informs me that the Officers of the Delaware Regiments at Notch plains have uniformly continued to draw their forrage in kind from the Contractors or his Agents up to the present time, and those whom I have reported to you, you will observe, were only up to the 31 March —
These observations will serve to show that many other charges will have to be made against the Officers of the 1st Additional Regiments & which of course never report to you for want of the Contractors accts
