I take the liberty of forwarding to your care a letter for lieutenant Stewart enclosing the provision returns given by him to the Contractor at Bining in October 1799 which requires explanation. I will therefore thank you to have it delivered —

I enclose to you a Provision return Signed by you for rations issued by the bining Contractor to your recruits in Oct. 1797. from the face of it you will readily perceive that it will not pass in to the Contractors credit without additional explanations from you — a very material circumstance is the altering the original number from 188 to 181 Rations — I must therefore know to whom they were issued and the time for which each is drawn: for which by forwarding the original returns or by stating an abstract showing the characters drawn for — In expectation of a fav reply —
