Congress Hall 8 May 1800 Dear Sir, I herewith return you the list of Officers which I shewed to M^r Hill, agreeable to your request — In my own part, I never believed that the omission to appoint M^r Martin proceeded from a disposition in you, or any of the persons concerned in the nomination, to injure the interests of the President, or to hurt the feelings of W. N. or myself, and M^r Hill concurs in this opinion. I early recommended M^r Martin to an appointment, without consulting him or knowing if he would accept. But I knew from his Standing and Character in my Country, and from his attachments to the government, that he was entitled to the compliment of the offer of a Captaincy at least. — It is very probable his name may have been transposed to the list of the Officers for the Provisional Army, under an impression that an Office in that Corps would be more acceptable to him and his private business. I think I recollect to have heard something of this kind at the time I came through Raleigh at the time both lists were before Governor Davis. I am Dear Sir, with respect, your very hum^ble Sert. W.
