I herewith return you the list of Officers, which I shewed to Mr. Hill agreeable to your request; for my own part I never believed, that the omission to appoint Mr. Martin, proceeded from a disposition in you, or any of the persons concerned in the nomination to injure the interests of the President, or to hurt the feelings of Mr. M^martin——n or myself; and Mr. Hill concurs in this opinion. — I early recommended Mr. Martin to an appointment, without consulting him, or knowing if he would accept. But I knew from his standing and character in my Country and from his attachment to the government that he was entitled to the compliment of the offer of a [underline: captaincy] at least. — It is very probable his name may have been transferred to the list of the Officers of the [underline: Provisional] army under an impression that an office in that corps would be more acceptable to him, and his private friends. — I think I recollect to have something of this kind at the time I came through Raleigh, at the time both lists were before Governor Davie I am Dear Sir with respect your very Oble Ser signed W.
