April 25^th 1800 Sir On the account of M^r Wheaton's supplies settled this day I observe you have drawn [undecipherable] for the month of February notwithstanding you was absent that month from the barracks of Fort Schuyler by your own acknowledgement this he is incompatible with the regulations of the Department of War which expressly says "the regulations for distributing [undecipherable] are merely directory as to the quantity that may be allowed when absolutely necessary, and cannot be construed and was not intended to give and emolument to Officers for any part they have not [undecipherable] by lying on furlough, detached on service, or any other cause whatever." I have only admitted it in the present instance to expedite the settlement of the Contractor's accounts and in expectation that you will account for it to the United States by passing this as your allowances for March.
