I refer you to my letter to the Quarter Master General & yourself, in ace with of the 27^th Ulto and the regulations there mentioned, specially the 8^th Clause relating to requisitions on the Regulations to be observed in the delivery & distribution of Fuel & Straw, in the words following "Regulations thus signed & the receipts given by the Officers to whom the articles are delivered for consumption, shall be produced as vouchers by the Contractor Agent, or Quarter Master, on the settlement of his accounts" A due observance to these regulations is indispensibly necessary towards the advancement of the examination of your accounts — Sam H.
