Accountants Office April 23 n^o 1800 I certify that there is due to Rebecca Tobias the Sum of Twenty nine dollars, & ⁴¹/100 being for her pay as a Matron to the Hospital at Kempsville (Virg^a) from 11 Dec^r 1798 to 31 Dec^r 1799, which sum is payable to Ferd^d L Claiborne Lieut^t. 1 Reg^t of Inf^y Attorney to Barney Heath, the present Husband of the said Rebecca Tobias ~ [W.S.] D^rs 29.41 The Sec^y of War [see Report Book] --- James Miller Esq^r April 24 ^th 1800 Agent for the Q^r M^r G^l Sir In the accounts rendered by you as agent for the Quarter master General, are contained charges for the supply of fuels to Officers and others; who have been hitherto in the habits of receiving it from Contractors — In these charges, you appear solely to rely on the receipts of the persons from whom it was purchased; in some cases attended by the acknowledgment of an individual of its reception without "a statement of the number & ranks of the Officers, the number of the non commissioned Officers & Privates, Servants & Sutlers not Soldiers, & of Washerwomen; for whom demanded, with the period for which it is furnished; and that the Officers or men were not on furlough; certified by the Commandant of the Garrison or recruiting party." As a total dereliction of the Regulations issued & directed by the Secretary of War to be observed; appears to have taken place therein, I refer you to my letters to the Quarter master General & Yourself, under date of the 24^th Ult^o and the regulations therein mentioned, especially the 4^th Clause relating to requisitions in the "Regulations to be observed in the delivery & distribution of Fuel & Straw," in the words following "Regulations thus signed & the receipts given by the officers to whom the articles are delivered for consumption, shall be produced as vouchers by the Contractor agent, or Quarter master, in the settlement of his accounts" A due observance to these regulations is indispensibly necessary towards the advancement of the examination of your Accounts ~ Sam &c [W.S.] --- Caleb Swan Esq^r Accountants Office P.M.G.
