To these charges you appear solely to rely on the receipts of the persons from whom it was purchased, in some cases attended by the acknowledgement of an individual of its reception, without a statement of the number & rank of the Officers, the number of the men, commissioned Officers & Privates, servants & Negroes not Soldiers, & of Washerwoman, for whom demands, with the price for which it is furnished, and that the Officers or men were not on furloughs, certified by the Commandant of the Garrison, or recruiting party.
