On the 17 instant you were informed by letter that the Accounts rendered by you against the Contributions at Miss Islands for expenditures made up to the 7^th instant had been approved & that a balance of Three thousands four hundred seventy one dollars ninety one Cents remained on your hands due the United States — The Secretary of War has this day given an Order in your favor for two thousand Dollars as an advance on acct of the said Contributions; not being informed of the settlement of your Accts up to the 7^th instant, & of the balance then remaining in your hands, he has directed that you be immediately called upon for your further expenditures.
