That they may be referred to the proper Military Commandants. I have to State that from the accounts of the Contractor for the State of North Carolina it appears that Captⁿ Underwood of the 1^st & 2^d [undecipherable] of Armament are indebted to the Commissary Agent at Wilmington, his compliances for 3 or 500 rations more than his Detachment were intitled to. This appears to have arisen by his having granted several rations to the Commissary in each of which the same Rations have been included, and in consequence of which they have been twice charged to the United States
