I have received from you the bill for military appropriations.
It allows, I find, to replace the horses wanted or that may be wanted for the two companies of Cavalry 5,000 Dollars only.
A supplementary estimate predicated on the [undecipherable] of the [undecipherable], called for 15,000 dollars, on the ground, that 8,100 would be necessary to replace the present deficiency of horses viz. 54 in the two troops at 150 Doll. cash and that the residue, 6,900 was proposed as a reserve [strikethrough: to be passed] to meet exigencies which might arise to the Southward or in the course of frontier service.
