Cap^t Reg^t of a C For^t M^c Henry Accountants Office April 12^th 1800 Sir I duly received yours of the 11 Inst. & note its contents, in reply have to observe that the General acc^t required by the contractor instead of the original orders & Requisition is consistent with the rules of this Office, — the object is to prevent a multiplicity of papers which would otherwise be exhibited and of course considerably impede the examination of accounts it is therefore expected & enjoined in all cases where the particular returns are taken up and a general one given in lieu thereof, that the General one should as fully express every circumstance as the original return itself could have done — This apparent deviation from the mode which you say was adopted respecting M^r Bakers accounts arises from your not being sufficiently explicit in your abstracts which made it necessary in many instances to have recourse to the original retu[rns] to ascertain with accuracy the nature of the charges — Sam H[undecipherable] [undecipherable] Cap^t John Henry New Port R.I. April 15^th 1800 Sir I have received your letter dated the 22 Ulti. to The Secretary of War, inclosing an account for room hire, — By late Regulations issued by the Secretary of War it appears that a Captain is entitled to be furnished with one Room, that no compensation to be received by or paid to Officers in lieu of Quarters, but this restriction (meaning the payment for Quarters) is not intended to preclude the claims of any Officer for a reasonable reimbursement, who has heretofore been obliged to hire Quarters when none were provided at any Post or Garrison, where he was stationed — It appearing by your statement that no quarters were provided for you at the Post where you were stationed it remains to reimburse you reasonably for the Rent of [underline: one Room] the quantum allowed you as a Captain. The rent of one room can accordingly be allowed you at the rate you have paid which appears to be reasonable - say 20 dollars from 1 July to 1 December.
