Dup. 370] War Department 1^st June 1800 Sir The Secy of war begs leave to inform the President, that Commissions have been transmitted, to all the Officers of the new regiments whose appointments have been confirmed by the Senate. It would have been a very useless and unnecessary expense to have made out commissions [strikethrough: for] [undecipherable] appointed on the rece[undecipherable]; much as new ones must have been issued on their appointments being [undecipherable] by the Senate. The uniform practice of the Office has been to ^not issue commissions to any Officer whose [underline: appointments] depended on the concurrence of the Senate until that concurrence was obtained. The Secretary for the department of war has informed me that in future the Infantry I have in this district will be considered part of the fourth Reg^t by which I expect the Surgeon or mate of that Reg^t will shortly be ordered here. The loss of M^r Greunle to the army of the united States will I fear be severely felt in this quarter the next Autumn. I do not expect to get his equal in the various branches of his profession. you will receive under cover a Return of my Command for March, also a Return of Ordnance and Ordnance Stores in my district. A Return of the D^r Master Stores has been made and forwarded to the D^r Master Gen^l in Philadelphia, and a duplicate Return of the fourth Reg^t in my district for March has been Also made and forwarded to the Adjutant Gen^l at New York.
