Document 1800The reasons stated by John Mackey, paymaster and storekeeper for the armory at Harpers Ferry, for the compensation he allowed Mr. Shepherd for superintending the canal convinces McHenry that a man of character qualifed for the task could not have been procured on lower terms. The compensation therefore should be approved.
