I Certify, that there is due to Edmund Manchester late Contractor of Boston the sum of eighty nine dollars 85/[undecipherable] being a balance due him for materials purchased in April & May 1799 for opening the Barracks on Castle William Island, which were rejected on settlement made the 7 of Augt last, they having been purchased without the approbation of the Secretary of War, but now admitted in consequence of orders from Genl Hamilt[o]n & approved by the Secretary of War, which sum is to be transmitted to Jona Jackson Supervisor Boston to a by him paid to the said Edmund Manchester —
