Copying Clerk, It will readily be perceived from the nature of the duties assigned to this Office that those employed therein to be of service must be of first rate abilities & such as have been regularly bred to the business of accounts — such being now employed, they naturally expect where any increase of Salaries take place, in any of the Offices that they should meet a like advancement. In this situation I find myself called upon to state that if a fourth part of the Sum included in the estimate to Congress, be only taken it will not be sufficient to place them on an equal footing with the last Years allowance much less for any increase, and therefore request the Secretary of War, to determine, what further Sum may be allowed, and that he will be pleased to have the appropriations which are now before Congress extended accordingly — I am S^r W.S.
