Warrant No 2813 in favor of Israel Perkins date Sept 11th 1798, on account of his compensation as Superintendent of the Armory at Harpers ferry for which from he is accout 50—
Warrant No 3476 in favor of James Barnaby date Decr 1799 advanced him on account of his pay & expences at above Philadelphia to the Potomac, to survey the Water & grounds for erecting the nessary buildings & Works for the Establishment of an Armory for the use of the United States for which from Jo. Perkins is not accountable [undecipherable] 50
amounting together to the Sum of three hundred Ninety four dollars — for of which we shall only appear to have been accounted for by Mr Perkins & that engagement with Mr Mackey as Pay master of his account of expences, going to & returning from Harpers ferry, as admitted by the drawing of Warrant for this amount, Mr Mackey also agrees to be accountable.
The Secretary of War will be pleased to direct whether the charge against the armory abovementioned shall be admitte to the Books of Mr Mackey & how far it may be convenient to relieve him from accountability in the case of the Warrants drawn to Perkins Barnaby therein is —
