[Postmark: NEW YORK / MAR 15]
[for] New York [March 1800]
Agreeable to an Act of the Senate and House of Representatives of the United States of America in Congress assembled of the 7 April [17—]. I enclose you a Certificate respecting my title to Lands as a Canadian Refugee — claiming under the resolutions of Congress of the 23 April 1783 and 13th April 1785 — I only add that my lucrative prospects were promising — the Retreat from Canada put an end to them — and that those whom I expected would help me at a future period were nearly ruined from the same cause.
I am very respectfully
— Sir,
your Obedient
& humble [ser]
William Torrey
