Mackey by letter, a statement of sundry payments made at this Office, chargeable by direction of The Secretary of War to his account, in which was included a Warrant N^o 3532 dated Dec^r 15^th 1798 in favor of William Small for $190.— on account of the expences of establishing an Armoury at Harpers Ferry in Virginia which sum is to be paid by the above M^r Small to John Mackey Pay master & Store keeper at said place for which sum he is to be accountable "— and that M^r. Mackey now refuses to be accountable for the Same. He was at the same time furnished with a list of the following Warrants issued to Joseph Perkins & James Brindley for the purpose of holding the Said Joseph Perkins accountable.
