[undecipherable]] Department of War Accountants Office March 28^th 1800 Sir I have received your letters dated the 19^th & 26^th Ultimo and 12^th Inst. with that of M^r Hillis of the latter date accompanied by the several abstracts and accounts therein mentioned. The two first relative to the claims of Cornet Davidson & detachment for Militia services from the 19^th November 1792 to the 20 January 1793 I have under consideration, and have to inform you that from the examination which has been made here as well as by you it appears that no monies have ever been advanced for the payment thereof. the Claims therefore in justice remains to be settled and paid. the only difficulty which appears to me is whether the authority calling them out was competent, and that which [undecipherable] them equal to those of a similar nature paid by you – This after examination you will be able to decide. I accordingly return the Rolls to you, and request that Should they appear with the authority given equal to those before Settled that you will form the proper pay Abstract, calculating the allowances agreeably to Law, and pay the proper amount due thereon in conformity with your Instructions taking the necessary Vouchers. The Abstracts and vouchers accompanying your letter & that of M^r Hillis by this days post will be placed with those before forwarded, Subject to a proper examination on general Settlement of your accounts. The Secretary of War having issued certain Regulations respecting certain Supplies, and objects of Special and extra expence which you may be called upon by virtue of the last clause in those dated the 1^st March 1800. to carry into effect. I hand you inclosed those under that date as well as those to which reference is had — The first are "Regulations to be observed in the delivery and distribution of Fuel and Straw to the Garrisons on the Sea Coast, and recruiting parties" issued in 1797 – 2^d "Regulations respecting certain Supplies, and respecting objects of Special and extra expence" issued 1^st March 1800. 3. Regulations adopted respecting the allowance of Barracks or Quarters to the officers of the Army; and of fuel to General officers, and the Staff of the Army: 3^d March 1800 The clause in those issued the 1^st Inst. and to which I have referred you, provides, that The quarter master General, his deputies and Assistants are primarily charged with the making the disbursements in the cases mentioned, When there is no such Officer the Agent of the War Department in the vicinity Shall do it —. The Vouchers which will be required of you Should it become necessary to make Disbursements will be in the first instance a Strict adherence to the Regulations in making them, and well authenticated documents accompanied by the orders of the Officer directing the Supply; separately Stated in an Account or Abstract Shewing the amount expended for each Separate item distinct, & Separate from your other Accounts as Agent of this Department — you are requested however, to understand that disbursements under those Heads are only to be made by you when no Quarter M[undecipherable] his deputies or Assistants are in the Vicinity I am Sir your Mo.
