You will observe by the last clause in the fore named regulations that the Quarter master General his deputies and assistants are previously charged with the making of the disbursements in the cases mentioned, when they shall be such officer in the vicinity, the same clause enacts that the disbursements made in pursuance of these regulations must be substantiated by such vouchers as the accountant shall direct. In conformity thereto I have to state that the vouchers required will be a direct adherence to the established regulations, to be supported by the original bills of purchase or supply, with the receipts of the parties received, and the order accompanying them upon which the supplies are made, such itemate show of expenditures properly arranged under the different heads, so as at once to show the amount expended in the building of each barracks or other buildings and supplies furnished; under this regulation all brought into and account forwards to be rendered at this Office in conformity with your instructions —
To enable you to give this proper directions to your deputies I enclose several copies of the aforementioned regulations to be forwarded to them, and I shall furnish your agent in the places with a set of them, and a copy of this letter for his government —
