Sir I hand you inclosed the following regulations issued by the Secretary of War, viz:t
"Regulations respecting certain Supplies & respecting objects of special and extra expence"
"Regulations adopted respecting the allowance of Barracks or Quarters to the Officers of the Army, and of fuel to Gen.l Officers & the Staff of the Army".
"Regulations to be observed in the delivery & distribution of Fuel from to the Garrisons on the Sea Coast, and recruiting parties"
You will observe by the last clause in the first named Regulations that the Quarter master General, his deputies, and assistants are primarily charged with the making of the disbursements in the cases mentioned, when there shall be such Officer in the vicinity. The same clause directs that the disbursements made in pursuance of those regulations must be substantiated by such vouchers as the Accountant shall direct. In conformity thereto I have to state that the vouchers required will be a strict adherence to the established regulations, to be supported by the original bills of purchase or supply, with the receipts of the parties annexed, and the orders accompanying them upon which the supplies are made; each separate item of expenditure properly arranged under the different heads, so as, at one view, to shew the amount expended in the building of each Barracks or other buildings and supplies furnished under the regulations, all brought into one account Current, to be rendered at this Office in conformity with your instructions —
To enable you to give the proper directions to your deputies, I inclose several Copies of the aforementioned regulations to be forwarded to them, and I shall furnish your agent in this place with a set of them, and a copy of this letter for his government —
