As to the two first Items, it appears by the letter annexed that L^t Ross was detached by order of Major General Pinckney & that his service is of a nature to come within the general rules prescribed by the Department of War. — Ross having been detached from his own Company in the case of that of Cap^t DeSejecto & having to return to his Company, the other items are equally within the Rules.
