Your letter of 24 Inst.^t has just been rec.^d inclosing the rec.^t therein mentioned— Cap.^t James Bruff Norfolk Virg.^a Accountants Office March 25^th 1800 Sir I have received your letter dated the 20^th Inst.^t and the Secretary of War handed me yours to him of the same date, inclosing your account of expenses, and the Bill of room hire, & requested me to take order thereon. The first account I have submitted to him under the 2^nd Article of the Regulations respecting extra allowances to Officers for his sanction, which when obtained I will direct the proper steps thereon, and the latter I shall suspend for the present upon the following principle— Regulations issued by the Secretary of War direct that each Captain shall be entitled to one room, and each Lieutenant one room. That no compensation in money is to be made in lieu of allowances of this kind nor any compensation to be rec.^d by or paid to Officers in lieu of Quarters or Barracks, but this restriction is not intended to preclude the claim of any Officer for reimbursement who has heretofore been obliged to hire quarters when none were provided at any post or Garrison where he was stationed— In such cases justice requires a reasonable reimbursement— the charge you make of 120 Dollars appears to me not only unreasonable but extravagant for four months rent of two Rooms (the number allowed for yourself & Lieut.^t Heath) I shall therefore disallow the charge and conceive myself authorised only to admit to your credit a reasonable reimbursement of the Rent of two Rooms for that period to be ascertained & fixed by the Certificates of two respectable Persons in Baltimore— Relative to the charge for making Regimental Coats I can give no directions, as it does not properly come before me.
