Philip & Vanluyler 1788 &^c Union Camp [Accountants Office March 19^th 1800] Sir, In the examination of the Contractors account for the State of New York it appears by the general return of rations drawn for your detachment from M^r Avakam (the Contractors Agent) and signed by you as correct, that you have drawn for the [same?] day twice, on the 12 Oct & 19 Oct 23 oct 1799. These errors must be chargeable to your receipt & should appear by the original returns (which you are hereby required to transmit to this Office for investigation) that the mistake originated with M^r Avakam, in that case it is hoped a more strict attention will be paid to the correctness of all future returns — Sam: B: W: S: --- The Secretary of War March 19^th 1800 Sir, It is [?] uninformed of some of the names of the Contractors for supplying rations throughout the United States which subjects Government to great inconvenience, It is likewise injurious to the United States to have to regret that you will give directions for having me furnished with a list of the existing Contracts, the names of the Contractors, & the places & periods for which they are to furnish supplies, & copies of the several Contracts of which I remain uninformed. The urgency to inconveniences have arisen from Contractors making disbursements & receiving from agents & others large sums of money on account of their supplies — which I have received representations until these amounts have been forwarded to this Office for settlement — I enclose an early copy of the Contract or information thereof would prevent — Sam: B: W: S:
