Sir Your accounts & Vouchers for expenditures on acc.t of the fortifications at New London, between the date of your appointment and 31 January 1800; have been examined & a balance found due by you to the United States thereon, of one hundred seventy nine Doll.s & 9/100 with which you stand charged on the Books of this Office differing from your Statement $598.49 which will be explained on reference to the enclosed Acc.t of differences, to which is annexed remarks on your Vouchers by which you will observe that several bills have been forwarded without receipts, several Sums paid to persons making their marks & not attested by a Witness & that other charges are made without any Voucher at all, all which is extremely irregular, and altho' admitted in the present Instance in consequence of your Oath annexed to your account, it will be required in future, that your accounts & vouchers be exhibited free from like defects —
