Flagg whom he considered a promising officer but while waiting for the approval of his resignation Flagg pays little attention to his company for which he deserves condemnation. Also addressed contractor's price for provisions and doesn't believe an auditor in Philadelphia could accurately decide justifiable cost of supplies.
