R.P.O 401310.] M^r Williams wishes to have his duty & Powers more fully defined; and states, that the Superintendent of the Factory, tells him, that he has nothing to do relative to the internal Regulations of the works; and that he is under his direction, & that he cannot purchase a single article, or pay for it, without his consent — and that complaints are frequently made to him, that is to Williams, by the workmen, that they are abused by Ames, and that he does not fulfill his Contracts with them — and that many of his best workmen are capriciously dismissed, and raw hands are hired to supply their places be be r—— If the Secretary at War, should define their duty and Powers, it might prevent not only disagreeable feelings, but embarrassments which may be inconsistent with the public Interest ——
