Document 1800Answers to questions requiring knowledge of the intentions of foreign powers can only be guessed. If there is to be war, the exportation of offensive weapons should be forbidden. If there is peace the United States will not need them. The petition should be granted because the swords and muskets appear unsuitable for the naval service and they are not of the caliber used by the army.
